SCHIP The SCHIP (State Children's Health Insurance Program) legislation requires an increase in Federal excise tax on tobacco products, effective April 1, 2009. The legislation also requires a floor stocks tax provision on any tobacco products held for sale on this effective date. For more information, please refer to the two documents below.
